My wife's 99 Civic Si has about 122k miles. We have been noticing that the headlights have been having a long delay from when they are turned on to the point where they actually do turn on. We've noticed that it gets worst during cold weather.

Has anyone else have this issue?? Anyone have any idea on how to resolve it?
