Default 99 civic ex, taillights dont work, fuse questions. pictures

I recently got my distributor changed and my ignition timed, i also swapped euros for stock tail lights. when i got my car back from ignition timing, my tail lights didnt work (but my brake lights did), random screws in my doors were unscrewed and some strange unnecessary things happened near my fuse box.

while trying to solve my taillight problem i looked at the fuses. in slot 32 (taillights/license plate lights) there was no fuse. my license plate lights work though.

for some reason there is a wire tucked in by a fuse in slot 20, which is for canadian model running lights (mines US).

there used to be a switch hanging down that i figured was an old kill switch.
when i got my car back the switch was cut

All other lights beside tail lights work perfect and no bulbs are dead. What is the wire in slot 20, the switch, and why is there no fuse in 32 but a fuse in 20? any info relating to what you know these things are or how to fix my problem, will be appreciated
