HELP H22 acting up It wont hold a steady rpm

Just finished my H22 swap and when i try to keep it at a steady rpm like 3000 it will go to 3000 fall off to 1000 and go back up to 3000 . I have already checked the tps and map plugs their good. NO CEL......
