Help plz: Rpm goes dead after installing OBD2b to OBD1 harness

so heres my problem i recent bought a Zerg Industries conversion harness but once i install the harness, the rpm goes dead after as i start my car. My car is a 2000 integra gsr and the ecu is a p28.

Either harness was bad or the program burned to the chip was bad. My 2 official guesses.
