As the OP mentioned, this is a dealer option.

When a new buyer came in they could choose to have a leather interior added. This means the car would get re-upholstered locally, probably by a local business that deals in stuff like this.

That's why the '96-'00 US Civic leather interiors can vary so greatly in material, color and stitch.

 

This is 100% correct. When you opted for the leather option, the Dealer would source a third party company to redo the Interior.
