Default Timing is off, dizzy is turned all the way...HELP

I just got my car smogged and my timing is at 20 BTDC. My distributor is turned all the way to the left. The white mark on the crank pully is lined up with the pointer and the up mark is up with the other lines level with the head. How do I adjust the timing if it wont go any further?

sounds like your base timing is off, your car should run at 16 degrees advanced timing and if you are maxed at 20 degrees BTDC something is mechanically off, you will never compensate for that by pulling ignition timing.
