DO NOT sand anything - unless you like a frosty look to your plastic.
Spray inside or where there is no wind/no dust.
Rig up a coathanger to hold the pieces you are spraying (so you don't have to touch them while they are wet). Allow to dry in a dust-free area.
You can pre-clean the plastic pieces with alcohol (to remove oil/grease/fingerprints).
Try a couple of coats - let dry - then add more tint to taste.
Add parsley for some garnish and away you go.

spray on very light coats. if things are running or dripping - you're applying too much.

the key is to do A LITTLE AT A TIME...dont try to get the tint you are looking for with one coat...it will just run and be darker around the edges and lighter in the middle. do a light coat or two....let it dry and see how dark it is. the if u want darker, put on another light coat and repeat until dark enough. Also, when u have the lights OUT of the car, its really hard to tell how smoked they look. I would suggest putting them back on after the first coat or two. you may not think the first coat smoked them enough by looking at them while they are off the car, so put them on and see how they look before you go too dark and the look black
trust me, i know haha. if you go to dark, paint thinner is your friend.

Let him do what he wants...Saving money is not considered rice to me. Granted, I wouldn't put them on anyways, but still.

another key to good spray painting is: DON'T stop moving the can when it's still spraying or when it's over the piece. Let go of the sprayer while your arm is in motion or after you've gone off the edge of the piece--this will prevent overspray and runs. Short bursts from the sprayer and quick fluid arm movements are best.
