The way to measure if you can use 13" drag wheels is to measure the distance between the CENTERBORE to the edge of the caliper.
Multiply that number by 2, to get the overall diameter.
In most OEM Civic/Integra brake setups, the overall diameter is about 11.75". And most 13" drag wheels will have an Inside diameter of 12" so its cutting it pretty close. This is normal on 13" wheels and thousands of wheels have worked for years. You just have to measure on the brand of wheel you are using on the inside diameter if that NSX caliper setup will work for you.
The picture below is just a sample of measuring the inside diameter. This is a 15" wheel which has about 14" Inside diameter. But you get the idea.

I've never fit an NSX brake myself, but from what I've seen, I dont think a 13" brake setup would work with a 13" drag rim. Maybe with some modifications and custom rotor setup, it would work, but its something you'd have to put some effort in and possibly make something for it to work. Good luck
