15" steelies
I believe some of the 2001-2005 Civics had them and they should fit your car. For example, I just looked up parts for 2003 Civic sedans. The DX and LX came with 14" wheels, but the EX came with 15" steelies.
If you have trouble finding them used (in the marketplace forums, on eBay, etc), they're not all that expensive new; for example, Majestic Honda has them for $50 each. The part number (for that year/model, anyway) is 42700-S5D-A11.
You can also get used '94-01 Integra GS-R wheels for not a lot of money, and they're easy to find. They'll fit, too, and they're 15x6. They're alloy wheels, not steelies.

Yep. '01-'05 civic EX... The hubcaps are actually real nice looking to. The wheels are 15x6 +45. I've had this set since 2001 (they were take-offs at the dealer I worked at at the time) and I've used them on my '89, '94, and '00 civics.
