Default Wheel gurus step in dissasembly of 3 peice wheels?

Wheels are welded 3 piece wheels..is there any way I can break the welds and rebarrel them? and would I need to get outer and inner lips or can i just get outer lips?

yes. i did it to these. cut the weld, added a lip then siliconed it shut :

Could I just buy new bolts/ nuts to assemble the wheels after I break the welds/drill them out?

Good luck finding 6mm thick bolts w/ a 12point head that look exactly the same.

And the welds were cut on a lathe not drilled out. Maybe one spot or 2 spot drills but....
