Default Turbo 99 Si

I have a turbo si and it runs fine except once the turbo starts to spool, it wont boost more than 1psi and the car seems to hesitate. I checked for boost leaks and found a few (fixed them) but still the problem remains. Does anyone have any ideas? I checked the wastegate, it looks like it is sealing fine even if it wasnt, it seems like it would boost a little more than it is. I can hear the turbo spool but it doesnt spool super smooth once the rpms increase. I am almost wondering if it is low fuel pressure or something...

if it's running fine but no boost it's something with your intake piping or hoses...something is not sealed. was the system working fine before?

Yeah i was half way to my destination when all of a sudden it stopped boosting. I disconnected the lines from the turbo and throttle and was able to cap off the ends and pressurize it. Now, the only place it could be leaking is at those connection points or somewhere on the intake manifold...
