fan aint spinning
Hot wire the fan to the battery from a point before the relays, if you haven't already. If the fan works, you prob need new relays. If it doesn't, It's most likely the fan motor.
i assume you mean you tested it by applying battery voltage but it won't come on by itself when hooked up to the harness. there is a coolant fan switch on the back of your block that in turn with the fan relay tells your fan to kick on. check the switch and see if the wires are connected. its the green thing in the picture not connected with the 2 prongs sticking out.

if for some reason its not connected, then do so. if it is connected then pull off the 2 wires and connect them to eachother. if the fan comes on, then that means the switch is bad. if the fan does not come on, then there is either a loose wire somewhere, or the fan relay is not working. test it to see ifs working properly. if not, replace it. if it is, then you need to trace some wires and check the relays ground.
