you'll need to post what kind of car you have, motor, if you've changed anything, where the "whistling" sound is coming from, you need to provide is with more information than what you did
^^I can only imagine that would be the case. I have heard a few different air filters that whistle when you reduce the air flow(let off the gas) Some are louder than others

the whistling you hear is your intake. its totally normal. theres a reason your stock intake is so complicated compared to aftermarket ones, so there is zero noise. i personaly like it.
It's not the intake ( per say ). It's the fact that you no longer have a resonating chamber. You know that thing that was part of the stock intake that was in your bumper?
What really is going on is the air is whistling as it's passing your throttle body. I have an aftermarket TB that has a little bit thicker plate and I don't whistle nearly as much as i did in the past.
