Only getting 10.2V to Injectors(DPFI)?

I have a weird problem with my 91 Civic LX(DPFI).
Currently I am only getting 10.2V at my injectors when they should be getting battery voltage(12.6V or so). Since the same power wire(YEL/BLK) runs the fuel pump, the fuel pump also is only getting 10.2V.
How I am understanding the electrical flow chart is the power comes thru the main relay to the injectors and grounds at the ECU.
One thing I dont get is when I unplug the engine harness connector on the driverside shock tower and tested the YEL and RED wires which are the 2 wires that run from the injectors to the ecu, they are both getting 10.2V with the key on/engine off. Well if the power comes from the main relay thru the YEL/BLK wires then why would the the RED and YEL be getting 10.2v and the YEL/BLK wires only get a couple millivolts? I redid the grounds in the engine bay as well and the main relay tested good.
Any ideas?

I have been trying to find this flow-chart for awhile, even at school I couldn't find it on alldata or mitchell. THanks alot. I need to check the voltage in the first two seconds of key-on/engine-off. I went thru alot of the wires and couldn't find a break so maybe everything is ok and I just thought there was suspossed to be battery voltage all-the time....
