Did you reset the ECU?

Do you have any exhaust leaks before your catalytic converter? If you've got an automatic transmission, the chances of one of your exhaust manifold studs being broken, your exhaust manifold being cracked, or your exhaust manifold gasket being bad are very high and common which will throw the heater code.

Yea ECU has been reset. I know it doesn't have any leaks and i haven't seen any cracks. I didn't think about changing the exhaust gasket so i might try that, but how does the gasket being bad cause the heater control to not work?

An exhaust leak will change the temperature of exhaust flowing past your secondary O2 sensor which is why a code will throw. Since you have no obvious signs or sounds of an exhaust leak though, I wouldn't bother changing your gasket.

Have you looked to see if there's any loose or broken connections in the O2 harness yet?

I've done your basic check for a wire cut or anything like that. i'm gonna try to check all the circuits for the sensor tm and see if i can find out if its not getting any volts are anything for that matter. I know the sensor itself is working so im hoping maybe theres a short somewhere i cant see.

p.s. i didnt think about this but i probably should of said that i did a vtec swap on this car so the secondary sensor is actually wired into my ecu separate from the harness because the ex harness doesn't come with the secondary connector so i guess its possible it could have something to do with my wiring even tho i got the o2 sensor working just not the heater control yet.

Check the Engine harness if you switched the head and ecu and used the original harness the pins do not match up for the secondary o2 sensor.
