Default NEED HELP w B16A in 92 Hatch

I just rebuilt a b16a *obd 0 and put it in a 92 hatch. Same motor was in the Car and was running fine before build. ** OH, I took out the Dashboard, would that matter??
What i did so far.

CTR Pistons .2 oversize, took the bottom block to have it balance with its parts.
I installed the piston rings, etc..... *built over 10 motor so i know what i'm doing here

Put the stock head back on...cranks over and over but WILL NOT start.
Checked timing 20 times, dead on. * did timing on 10+ cars, they starts right up ( i do NOT think it can be 180 off because I lined up the WHITE mark on the pully)

*seems to have fuel because when i pull out the sparkplugs and smell it...smells like GAS get there. I hear the fuel pump PRIME. So I can rule that out.
* seems to have sparks because when I put a flat in the spark plug wire it LIGHTS UP.
Comp. are 40 40 40 40 because of the new rings..... NO CEL.....I CHANGED THE ECU WITH 2 OTHER ONE ALSO......I DON'T Know where else to look....
SEND ME INFO.... any direction will help...

ANOTHER TOPIC same car *** JUST HOURS BEFORE I DECIDED TO PUT BACK THE STOCKONE, I HAD ON A fully built head and it did the same thing. I decided to put back this stock head because of same problem (IT WOULDN'T START).... I thought It was due to the HEAD, guess not.
** another question, because this FULLY built head is milled all the way down ( A LOT LOT) would i need a thicker head gasket?? because when i put on the timing belt the first time i got this loose belt that wants to jump teeth.
***WHAT I DID to compensate for the slack was move the intake sprocket slightly off..ALIGING THE SPROCKETS "best", i can seems a little off....
**** HOW BAD high will the comp get? IT barely clears the Piston dome btw....
ANY HELP WILL DUE.... about this part as well....

make sure ur distributor is working. I had the same problem, turns out my distributor coil was burned out. Swapped it, and it started right up.

you may not have enuff compression to start it. take the plugs out and pour a little oil in each cylinder then try it. did you oil the rings and walls good when you assembled it.

Timing is Dead on, PERFECT. Made sure i have sparks already. Took out plugs and cranked the car and I see sparks.
** FORGOT TO MENTION " I HAVE ITR CAM SHAFT, don't think this matter right??

Just today I cranked the car over and over and I could see flames coming out from the Intake manifold (combustion flames) just wanted to make sure I had fuel and Sparks. **( RUNNING ON 87 gas pump, it was still in the gas tank. could it be that the gas is causing it not to fire up??)

Could it be that the PISTON (*ctr comp dome is too big) and the compression is too high??

** I did put a little oil in the piston, i guess I can do it again. When i built the motor, i oiled it very well.

**when i had the FULLY built head on at first, i had comp at over 100psi and the motor didn't even start yet. But i think that head was milled WAY WAY too much for this block set up. It didn't fire up, so i tore that head off and put this stock one back on.

Help before I tear it down again..... and put another b16 in...

Thanks guys

like he said if you got flames out the intake then the plug wires are probably crossed

Either the firing order is wrong or your cam timing is off.

I thought it was the coil, I test the Resistor and it was low. I put in another one, 12+ res. Still not firing up. I'm going to try another dizzy later, when i can go borrow one.

I checked the firing order LOTS of times switched it all over the place *THAT'S when i saw the sparks, so i know i got gas/elec mixtures, still, NOT STARTING UP (PUZZLED NOW). I serched here on honda-tech. 1-3-2-4 and I also looked it in the Acura integra book. Same firing order.

BTW, anyone here know of a person who I can email to help me on this project? send me an email 2
Kidvue@hotmail.com

I'm still puzzled...any help will do.. thanks guys for the replies....

everyone and their mother is telling you that you're mechanical or ignition timing is not set right. if you're seeing flames coming out of the intake you're obviously getting compression, spark and fuel...but at the wrong times
