Default 92 civic hatch will not rev above about 2500

My civic hatchback will not rev above about 2500 rpm. I had this problem with my d16z6 as well. I thougt it was a bad cylinder because when I pulled the plug wires one by one there was a difference in the engine, except when I pulled the plug wire to number 1 cylinder. So I then bought a JDM D15B and it does the exact same thing. I reused the same wiring harness, p28 ecu, distributor, and throttle body ( as well as MAP and TPS sensors). So the problem has got to be one of those. The computer is throwing over half the codes where I dont believe there is a problem. The wiring harness appears to be intact. Tried my old p08 ecu (though i know it is the wrong one) and it does the same thing. I would appreciate any advise or info, please. Thank you for looking and thank you for your time!

sounds like the tps.

Is there a way to get those off, The screws or bolts or whatever that holds it on doesnt have a normal head on it.. know what I am saying? I tried the whole throttle body from my old b7, does the same thing.. kind of find it hard to believe that I have two throttle bodys that both have bad tps's. Also, is there a way to test those?
