rear lights help!

Default rear lights help!

i have a 90 civic hatch std

the rear license plate lights don't turn on, and we believe its the wiring since we've checked the fuses, sprayed the contacts with electrical cleaner, and replaced the bulbs. ill remove the bumper tomoro to see if wiring may be messed up. any ideas, suggestions?
also how do you remove the license plate bulb holder from the bumper? my haynes manual doesn't help

and the third brake light on the spoiler also doesn't turn "on" when i brake. BUT i did see it "on" when i had the car parked while i was warming up the car. weird.

we're trying to fix these issues to pass safety inspection. thanks

the wiring for the license plate lights runs along the bottom of the drivers side near the door, crosses over behind both seats and continues back towards the rear of the car. there's no plugs in between, so its probably where the wires meet under the dash.

im not sure what you mean with the brake light issue...

thanks, ill trace the wires

when i apply the brakes, the third brake light on the spoiler should come on. But it doesn't! I know it works though because when i had it parked, the light was on, with no brake being applied.
