Default Need Advice please! (No start after 4 months of storage)

Hey everyone!

I have run into a problem with my 2000 Civic Si with a B18cr swap.
The swap was completed at the start of last summer, the car ran great, never had an issue.

Due to the stupid Canadian climate i had to put my car into storage for ~4 months. The car was stored with a half tank of gas. While the car was in storage i would go out and start it every two weeks or so. (doing it properly, ensuring the engine had oil pressure before letting it run)

During the last month of storage, the car was not started as i was without a header. (when the header was removed the exhaust ports were blocked with paper towel) So it sat and the battery died. (which was replaced before any of the following)

Now this is where it gets werid.

I got my new header, installed it (YES i removed the paper towel), primed the engine the same way i always did, although now when i try to start it, then engine just cranks. it will crank over for a few seconds, then almost sound like it is binding. the first time i did this i thought somehow the belt skipped a tooth...nope, everything still lines up just how it should, and the engine turns freely by hand.

Next, i checked to make sure i had spark, sure enough i did.
After that, i checked compression. Spot on across the board. with the spark plugs out i cranked the engine again using the starter, no binding now...wtf.

Finally i checked the last part of the puzzle, fuel. Fuel pressure is fine however the amount of volume i was getting seemed off. The flow of my stock fuel pump is rated at 135LPH, and i was getting about 30LPH. I thought i had found my issue, and replaced the fuel pump with a walbro 255LPH unit.

I put everything back together, along with: new spark plugs and a new cap and rotor.

guess what, the car does the EXACT same thing it did to start with, cranks over a few times and then binds. i am completely lost as to what to do next.

Any advice would be great!
and if you want more details just ask. Thanks in advance!!!

Brad
