car surging

car surging
hey guys,
i have a del sol with a b16 sometimes when i drive it will surge at around 1500-2000 rpm as i accelerate it quits untill i shift and it does it in the next gear aswell. when in third at 60 kph if i give it gas it boggs again. problem is intermittent. if i restart the car it sometimes goes away, i thought maybe it was a ground? i changed the neg battery cable because it looked pretty corroded and cleaned the ground from the valve cover to rad support. problem still occurs, i only have 1 cel and it is code 20 (ELD)
any ideas?
