PY ITR siting being TOWED in the Bay Area

PY ITR siting being TOWED in the Bay Area
I was driving on Santa Rita overpass going over 580 and I saw a stock looking PY ITR being towed torwards Pleasanton. Is that anybody's itr here? if so, what happened?

I had mine on the flatbed yesterday, but Im not in the Bay area
