Default CEL 86 Wire Problem+ Oil Leaking from Header

Hey HT, I have a 96 Integra LS. I was hoping some of you might know if this sensor highlighted in GREEN is my engine coolant temp sensor or the sensor highlighted in RED. I have a jumped ecu to show CEL codes and I'm getting code 86 - Engine Coolant Temperature Circuit. The car is also not warming up all the way, cold starts at 2k RPM at idle stays for a long time and I don't hear my radiator fans coming on at all either.

The green circled wire has lost the plastic thing I assume which faulted because the plastic grey thing broke off? Or the sensor wire highlighted in red is dirty and the sensor itself is covered in oil. Would oil in my coolant system wreak havoc?
