Default ECU Code 15. Car wont start. SEARCHED!

Title says it, swapped a b18b out of my 93 si in to a 95 ex, using my old OBD1 PR4-A11. When i first tried to start it i got a code 15, so i replaced the ICM with a new one. Still nothing, heard it sputter once, then ECU code pop'd, i reset it. Then i tried another Distributor off another running b18b, still getting the code.

The car will just crank an never turn over. I just dont get it, i drove both cars to the garage, pulled both motors and dropped the one into my EX, then it wont start.

Any ideas? donno why it sputtered the one time, just not getting spark what so ever.

Thanks

plug wires are good, have not tried a different ecu yet, just because the other one worked perfectly fine with the other motor, this one just has a lot less miles lol. i will try the ecu, could anything be popping the ICM and kill it instantly?
