idle problem, can't find the answer

Default idle problem, can't find the answer

97 ek hatch with a b18c1, skunk2 IM, b17a cams, JE 9:1 pistons, eagle rods, those are the only mods i do believe. oh and there's still a catch can and the oil pan is still tapped from where it had a turbo. but here's my problem, my car, at all times, idles at around 250 rpm's. when i start it in the morning, i have to keep my foot on the gas to keep it from dying for like 15 minutes. the idle never surges, it is always like that. idk what the problem is. and i don't think i have a vaccuum line loose or disconnected, but that's the only problem that i can think of that would cause this?

Check to see if the IACV is working. Make sure its not carboned up.

well the little screw is seized up, could that possibly be it?

Are you talking about inside the IACV? If it is seized then your idle will not be correct.
