Default Lightning relay for horn to troubleshoot

I searched all the forums and internet without success. I have 1998 Accord 4cyl

I’m having intermittent horn problems. I don’t think it is it the horn itself since there are two of them. I thinking maybe faulty relay. My multimeter show current, but again it is intermittent.

There is a relay called Lighting relay. It looks exactly like the same relay as the horn. They located next to each other. Anyone know if I can swap this with the horn relay to troubleshoot? Do I have to disco the battery to test?
