Looks like cruise control.

"Retail" prices from HondaPartsDeals.com. It's listed under CHASSIS > AUTO CRUISE.

WIRE, ACTUATOR
17880-S2A-A01
$26.67

SEAL, THROTTLE CABLE
17921-SA4-730
$4.82

ACTUATOR ASSY.
36510-PCX-A01
$357.68

BRACKET, ACTUATOR
36614-PCX-A01
$19.63

COVER, ACTUATOR
36621-PCX-A01
$20.52

BOLT-WASHER (6X12)
93404-06012-07
$0.75

BOLT, FLANGE (6X12)
95701-06012-08
$0.83

Good luck on rebuilding your car.

www.car-part.com might also help out.

If you don't use cruise control, you may consider not buying a replacement. That's a perfect spot for a catch can which might be a bigger benefit. I took mine out just to save weight (along with gutting the trunk etc).
