Icon7 Seat belt tightens down too much

The front passenger seat belt keeps cinching down and doesn't allow any movement. It's very uncomfortable. When the seat belt is disengaged it retracts fine and can be pulled out without any problem. We're forced to hold it away from us so it doesn't choke us. Anyone know what we can do to make it stop doing that? Thanks!

it happens when you do any suddedn fast movements in the seat. the seat belt reel thinks you're in an accident so it locks up.

I am aware of that happening, but this is different. It locks down immediately, even before the car is put in gear. But thanks for responding...
