just like the title says can someone break down how the electronic air control valve works

Taken directly from the FSM:

The idle speed of the engine is controlled by the EACV. The valve changes the amount of air bypassing into the intake manifold in response to electric current sent from the ECU. When the EACV is activated, the valve opens to maintain the proper idle speed.

1. After the engine starts, the EACV opens for a certain time. The amount of air is increased to raise the idle speed 150-300 rpms.

2. When the coolant temp is low, the EACV is opened to obtain the proper fast idle speed. The amount of bypassed air is thus controlled in relation to the coolant temperature.

I.A.C.V Idle Air Control Valve. It's a simple bypass valve controlled by the ecu to control idle speed. The ECU sends a signal to it to open or close it (a certain amount). This allows air to bypass the throttle body and bump the idle. (Basically it's a computer controlled vacuum leak.)

From what I have read, It always provides some bypass and has a duty cycle which can be modified when chipping the ecu.

The coolant is just there to heat the valve and manifold to prevent freezing. Unless it's below freezing by you quite often, you don't need to run coolant hoses to it - you can bypass it.

They are known to fail if they get too dirty. A common fix is to soak it in carb cleaner and clean it well so that the valve can open and close freely.
