Icon2 HELP!!!!!!

Ok so this is how things are right now, My 89 CRX Dx with a B18B was stolen i recovered it with the Motor and Tranny Still in it. All the thief's took was some parts Including my PR4 ecu and the Dizzy, well i recently got a PR4 and a TD23u dizzy i installed the parts on Tuesday and turned it on, But the CEL came on so i let the car warm up after it warmed up i Tried Reving it but it Wont go More than 3100 Rpm, i changed the injectors and yet it still does the same thing, so im not sure but the red light on the ecu blinks and it seems to be giving 2 codes 4, and 16 what can i do?

im not familiar with 4 but 16 usually will go away by resetting the ecu, changing main relay, fuel filter and using fuel injector cleaner...!!!

code 4 is crankshaft position sensor. that code will be thrown if you have a bad distributor. the dizzy you got is bad.

Bad ecu or bad ground. Next time don't thread jack and do some research before you post a question.
