Default Lowering a 98 Accord Sedan

Recently I've decided I want to lower my 98 Accord Sedan, it's a 4 CYL engine. Right now it's at it's stock height (which looks horrid in my opinion) I'm new to the honda scene but not lowered/slammed vehicle scene, I had a bagged and body dropped s-10 before this. Anyway I like the smooth ride this car has but I fear if I lower it I will loose the smooth ride. I wouldn't want to sacrifice the smooth ride just for a lower look but I wonder if there is a way I can have both. By the way I'm also running stock steelies on this car as well. It will end up on a pair of 18"s at some point.

TL:DR I want to lower the car but not loose the smooth ride it gives while at stock height with stock springs.

17"s seem small and I don't want 20"s tires are too expensive

I have no idea I've been looking at some falken springs on ebay for around 90$ they claim that they aren't cheap ones..

You can't lower a car and keep the stock ride quality.

Lower ride height, and the suspension travel is reduced. Reduced travel mandates stiffer springs, to prevent bottoming. Stiffer springs ride stiffer than stock.

Doesn't mean you can have a decent ride quality at a lower height, just means it can't be "like stock" and lowered.

And, of course, reducing sidewall height (running larger diameter wheels) will also reduce the ride quality.

So I'm looking for a decent spring I guess, Should I be changing shocks at the same time or will the stock ones do? looking at a two inch drop.

Yes you'll need to change the shocks. You may want to check in the Accord forums for what springs are good, because most people in this forum have the most experience with Civics and Integras.
