You'd have to 'sample' an OEM badge and save the image (font) as a vector graphic.
Then you could edit the graphic to the real number and engrave on the new badge. The only real problem would be that you might need a few badges to sample so you could see the font style for each specific number that you were trying to recreate. A good macro picture would be all that is needed.
It wouldn't be hard, just time consuming setting everything up. I've done this before with other such items, so there is no reason why it couldn't be done to an OEM badge.

0, 1, 3, 5, 6, 8, 9
So you're lacking 2, 4, 7
I can shoot high res 22MP shots of mine as well. Would definitely be willing to help out.
I have the "2" on my car.
And I have the use of a friend's equipment to do this, but honestly--it's a lot of work and time is not something I have a whole lot of right now. For something like this he normally charges $75/hour for converting raw data/images into something workable. The engraving aspect is the cheap and easy part. Anyone who has had to take a raw jpg and convert it into a clear and sharp vector graphic, you'll know what I am talking about.
If someone is really serious, I can direct you to him and probably get you a price break. All I would need is the new badge and a few members to snap HQ photos of their badges so we could get the 0-9 font style.
Obviously once everything is done it'll be cheaper for those in the future, so the best bet might be to get a few members who'd like this and chip in for the labor of digitizing everything.
If anyone is serious, let me know.

I wish I didn't suck in illustrator
I think the other thing that is going to have to be noted would be the spacing/sizing as well.
I would be 100% down to give you high res shots of the two badges I have (which contain 7 unique numbers) and have 2 blanks engraved if you propose this is done in a group buy.

I'd need pictures of 2, 3 and 4 digit SN's to get the spacing correct. Mine is 3 digits and has 3 different numbers, so it would be a good baseline.
Correct me if I'm wrong but no matter the amount of digits they still use 0's for place holders, like mine are 98-0563 and 01-0318, but if you did want to get nitty gritty find somebody with a lot of 1's and see how that lines up. And you'd also have to account for 97's using a the 5 digit format w/o the year identifier.

I hope this gets completed. I'd like to have someone to point people to. Right now I just tell people to buy the blank at the stealership then take it to a tropy shop or jeweler.
and
for the efforts!

Indeed, I think I am going to end up doing that but would like to try to find the OG piece, just to have it
