Brakes Arent working fully when quik stopping.

The car is a 94 honda accord and the probloms is that the front brakes arent grabbing fully when making quik stops. Front brake pads got replaceds 2 months ago. The system has been bled and the sliders have been regreased but a friend told me that from the feel of it the master cylinder is the cause. And needs to be replaced. But i want to know what your guyses opinion is. Not shure if this makes a difference but when my bro in law changed the front brake pads he had told me that outside brake pads werent wore out but then he looked at the inside brake pads and those were wore out, just thought i should mension that. Feed back would be great
do you feel any difference in the brake pedal at all? (low pedal or spongy or anything) how do you know not grabbing fully? what does it do? and did he just replace the pads??

So i replaced the master cylinder today and bled the braking systm starting withg the right side rear/left side rear then right side front then left side front until all the old braking fluid came out until it started looking clear. So that was achieveed. Car brakes on a dime now. THNX for everyones help.
