Default D16Y5 cams in a D16Y7?

I realize that the D16Y7 is not vtec and the D16Y5 IS VTEC and when the D16Y5 is not in VTEC mode, it's basically in twelve Valve mode while the D16Y7 is basically always in 16 valve mode. So what I'm wondering is, could I use the stock ECU from a D16Y7 and put the cams from a D16Y5 into a D16Y7? If it would run sub optimally in this mode, would this still be good enough to pass emissions testing? I'm looking to the D16Y5 cam for fuel economy opposed to performance. I would like to just swap the damn thing but I figured that doing a cam swap would be a pretty good interim solution as doing an engine swap in California is no small feat.

The reason I felt it was possible is because one guy with his Geo Metro swapped in an XFI cam to replace the "vanilla" metro's cam and he had really good results with it.http://www.metrompg.com/posts/xfi-cam-swap.htm He didn't swap out the computer or anything..
