What kind of whining noise? Is it constant? Did you put a new timing belt and tensioner on?

Do you know how many miles are on it? It could be the tensioner going bad or possibly an over tightened power steering or alternator belt.

Is it a motor you just bought or was it your original? As far as checking the belts, just push on them to see if there's any flex or if it's really stiff. It should flex a good bit when you push on it.

Try removing the alt and a/c belt. If the noise is still their you will have eliminated those things.

Get a stethoscope and take a listen to the timing cover see if you can pinpoint the area which is making noise

Don't really need a stethoscope, just use a long, plastic handle screwdriver. Works just the same, just not as flexable.

Agreed but you can pick up a stethoscope for about 6 bucks at auto zone nappa and what not.

If you use a screw driver just make sure it is a hard plastic handle. Better ones some techs use have the metal run all the way to the base and they grind it down until the metal is showing.

Just loosen them up. I'm not sure how to loosen the a/c belt since I've never had a/c, but the power steering belt is just 2 bolts on the mount and then the long, skinny bolt going into the pump and the alternator is one bolt on the slider looking thing.
