Default wiper operation issue

2007 si sedan-

my wife just called me and said the wipers this morning were frozen, she shut them off but she said she still heard a sound, as if something was still trying.

now, during use, she's saying that they will start and stop, not complete wipes, etc.

i haven't looked at it yet, but anyone have this issue? where is the wiper relay?

UPDATE #1:

well, she came home and i've looked at them. they seem to be operating fine. the only thing is they reset higher than they used to when you shut them off..about two-3 inches higher. i was thinking it could have jumped a few teeth on the splined output shaft but the problem with that is it wipes in the same spots it always did. it seems to be just a problem with the reset position.

any ideas? i looked at the linkage and the linkage connection to the motor and it all seems solid, nothing has worked itself loose.

UPDATE #2:

so tonight we went to the gym. when we came out, she started the car and the wipers went on with her touching nothing...then they shut off. when we got home, she shut the car down and started it again, and the wipers went on but this time they would not stop.

so, the two main problems are
1. the reset position is wrong, which is odd because the wipers when running wipe in the same place/distance/range they always did
2. the wipers randomly turn on and off when the car is started with no driver manipulation

how frustrating!
