1: use jumper cables and a another car. Make sure + goes with + and - goes with -
2: use a battery charger on low and let it charge slow.

Happened to me also on my cb7. it was the battery charger. cause it was on engine start. not sure the problem. i just let my batteyr charge over night and it worked the next day. also happened to my grandmas 01 civic. but her battery was dead. and when you turned it over it made a clicking noise like it was dead but the rpms jumped n stuff and made some weird "water noise" like water was splashing around. but we just also got her a new battery and it worked..

Dude,
When you post, you're likely to get more attention if you put your accord year and problem in the title.
Tx!

The starter requires several hundred amps of current to turn the engine over. A typical charger provides only a few amps of current and so is incapable of turning the engine by itself - it has to be given time to charge the battery. Jumping works because the other battery can provide the current needed.
