Surgin idle, new map and IACV! WTF?

Hey I have a 1997 accord LX with a newer motor i put in last summer and For the past month and a half i've had this stinkn problem where my car idles all sorts for crazy. Bounces from like 1500 - 2500 when its cold and like 800-1500 when its warm. I swapped the IACV and map off the old motor to try and correct it with no resolution of the issue. The Check engine light is on with codes.

Anyway I popped off the FITV (fast idle thermal valve) and I was able to rotate it like 9 turns. so I cleaned my old one all up got it cinched down nice and tight, popped it on and I got a nice smooth idle now.
