Default OBD2B to OBD1 INFO

I have an 0bd1 p28 ecu on a 97 stock civic engine harness which was used for a bseries swap. ( everything work fine)

NOW, that the same engine (swapped over) is in a 99 civic the speedo, rpm gauge and fuel pump (fuel gauge does work) dont work.

Im thinking its because I used the same 97 engine harness (green plug ,I think it may be called the "A plug" that plugs into the dash harness). I believe the pinouts are different spots from 1997 to 1999. Could this be causing the problems above to not function properly???

Also, what would be recommended to fix it? any help will be useful.

[I was thinking sourcing for a 99-00 civic si (obd2b) engine harness and getting a new jumper harness (obd2b to obd1 ) for my p28 so the "A plug" should match up, right]

-or-

Could I just use a 99-00 engine harness (non-si model) , add the extra wires and new jumper harness which would be easier to source for me...

-or-

de-pinning and place in the correct pinout hole ( idk , if theres the same amount/color of wires on the "A plug" from 97-99). Even though the plug itself does clip in correctly.

PLEASE HELP!
