Default Need some help with an Idle problem

Whats up everyone I'm having an Idle problem with my sister's 91 civic std. with and d16a6 si swap. I put the swap together from parts I had lying around and has been running good for about 2 years. It recently started acting up the car would run then die on the initial start up then when turned on the 2nd time would run fine but with idle around 1500. I tested IACV, it was at 15 ohms specs are 8-15 replaced it with another used one and now I have a loping issue from 1000-1500rpm. I tested the other IACV it was at 11ohms. Do I just need to bite the bullet and buy a new one or is there another problem that im over looking. Please help me out
