Default New Texas inspection requirement!

Just got my car inspected yesterday, and the guy almost failed my car because
I have an open air filter element. Dunno if he's BSing or not, but he says
that the filter has to be enclosed in a box.

Last year when I got my car inspected.. the guy didn't even mention it.

I believe it is more strict this year, the guy noted the open element filter and not the snail sticking out of your manifold? Consider yourself lucky!

as long as it passes our new dyno test emmision device we are okay. it just dpeends on which stations you go to..

Some cars automatically fail too

like 1996 volvo, and mercedes line up... they automatically fail the test somethign to do with how they do the emmission test.

Few other models as well.

They are getting very strict here in texas with the air monitors that are on the on ramps. I see them all the time and I love to smoke it with my diesel smoke at WOT..LOL Take that air monitor!

Same thing happened to me a year ago. Just gotta buddy up with a small station somewhere because the guys at the "big" places are sniveling bitches!

i am still not certtain that all station in tx have to do this. I think its only in populated suburbs and larger cities. I dont see the country folk guys doing that.

I'm a state inspector and having a open air filter won't fail you. Some people are just trying to make it hard. This new deal is a tougher since 96 and below have to be ASM(Acceleration Simulation Mode. It was TSI(two-speed idle).

New York is strict too, 35.00 pass or fail, but Upstate NY they just do a safety inspection which is 15.00, that's why when Im up at College I get it done up there!!

They are becoming stricter over here, too. the two places (CA/TX) i live have emission test, which suck. Why cant i have a turbo and not worry about it

In houston only Harris County requires the new emission law. They said next year all surrounding counties will be required to do the same.

Small stations maybe, although they still have to hook up a scanner to your car and see if any codes come up!

well even some of these small places are failing imports w/ mods.
Gee3 was failed cuz he had a CAI w/ EO# and the guy doing the inspection didnt know what the CAI was/did and never heard of EO/CARB exemptions.

be careful out there. dont take the little guys for granted since they are following the law to the T. also get a stock airbox to do a switcher-oo before the inspection.

When they got on to me about the open element filter I had at that time they actually showed me in the book where it said something about it, and I guess it is up to the discretion of the inspector. They were all scared saying they could get fined big time for passing something that shouldn't.

Once they fail you, they will put a X on the sticker. So if you go to other places they already knew you fail. Here is the list to look out:
All aftermarket lights must have a DOT to pass(no clear tail light cuz it's a big No No)
Window tint 20%
No red stickers on windshield
Front windshield tint limited to 5 inches
If your CEL is on, you need to find out what is and fix it. Disconnecting the batt won't do it. Your vehicle need to complete a
drive cycle. And take check engine light bulb out won't work.

Anyone wants the rules and regulations off the book? I can copy and post it up here so y'all know the do and don't.



May 1, 2003, ASM2 and OBD II testing will be expanded to Brazoria, Ellis, Fort Bend, Galveston, Johnson, Kaufman Montgomery, Parker, and Rockwall Counties.

Yeah I am a state inspector also, but I am in a small town so no emmisions.. ... hell I dont even mess with half the stuff I am suppost to do... but dont tell anyone ..haha

clarify the stock intake or the use of any CAI. will it pass or not?
window tint 20% on driver and passenger side window only. the other windows can be slightly darker right?
any issues w/ after market exhaust and headers?

- You are not supposed to modify anything on the car. So aftermarket CAi will fail unless it has a CARB(that's just ficking politics if i do your state I will let you pass).
- Yes, 20% tint apply for driver and passenger side only. You can limo tint in the rear and they don't care.
- Exhuast and headers you need to have CARB #. I will call my DPS officer tomorrow to sure.
- Cars before 1980 doesn't required a cat

- Tires must be 2/32 , measure in the center. So if you have 0/32 on the outer edge and 3/32 in the middle you still pass but no cores are showing.

Make sure you provide all the paper works with your aftermarket parts. Some inspectors are being a dick. I never fail anyone with the safety inspection(uh i work for lexus, lexus cars don't have no blue signal lights )

How do places like Meineke, Midas, and other muffler shops get their exhaust jobs to pass inspection? Do all their mufflers have CARB EO's? What about replacement air filters you buy at Napa? Do those have exemption #'s as well?
