Ok so i have been reading on here for a few years now but have never posted so im sorry if it in the wrong spot but please bear with me.

So here is the deal. Im looking into buying a 95 coupe with a h23/h22 setup for an awesome deal. The only problem is that its not reving past 5k. I have been informed that it is running a stock p13 ecu and a Vtec controler. WHy he is running the controler, don't know. I should be going to look at the car this weekend. Any ideas on what i should be looking for as far as the problem is concerened?
