Default Help me with my '98 GSR

Okay, just to make sure that everyone knows exactly everything that has happen to my car so you can try to help me figure out what it is that's wrong with it. The other morning i walked outside and the temperature was like 60* and VERY humid and raining when the normal temperature for the past few months had been no higher than 35 maybe 40 a time or two. Anyways.... I got in my car and fired it up. I drove a half mile or so down the street, dropped my g/f off at her house and turned down an alley to get out to the main road. As i was coming to to stop sign i pushed the clutch in and it died, which is normal when the car is still cold (need to adj my idle) Well when i go to start the car it just sits there and cranks over but will not fire. Didn't run through any puddle, didn't hit any bumps or anything at all. I towed the car home and got it in the garage.
I realized the fuel pump was not kicking on when i turned the key. So i used my multimeter and check the plug right at the fuel pump to make sure it was getting power....NOTHING. There is no voltage at either of the wires at the pump. So i worked my way up to the dash and check the fuses....they're good. So i get my chiltons book out and it says to check the relay under the dash and that the #5 & #7 prongs should have power. Turns out only the one has power and the other one has nothing. I checked all the prongs and just that one has power. So i found the problem its the relay. So i swap my buddies relay in there and it still wont start. So then i swapped the ecu i was running with the stock p72 i had in my closet......Still wont start.

WHAT THE HELL IS WRONG WITH MY CAR?!?!? Please help me HT where do i go from here to try and figure out what is keeping my fuel pump from getting power?

Seems like there is a fuse under the dash that is likely the problem. I had a similar problem and it was the under hood fuse, which wasnt labeled as such (just tested them all with a multimeter).

Anyone else have any suggestions as to what it could be or what i could do to narrow down the problem?

Check the fuse under the dash labled "AGV".

Okay so I figured out that the fuse that controls the fuel system was blown under the hood. It was the 15a fuse at the very top far left in the fuse box. But I replaced it with another 15a and drove the car 1.5 miles down the road and it happen again but now it blows every fuse i throw in there the second that I turn the key. It even blew a 30a as what should i freaking do now. I thought I had it all figured out and actually had my car to drive now, but of course not. That would be too much good luck for me.
