B20v build what header intake manifold TB, cam choice and oversized valves?

My buddy is buying a B20v motor from another guy i know its the B20v spark piston build on here its a complete long block has built head skunk2 stage 2 cams, i beam rods, spark 84.5mm pistons ect.
Sorry im a newb when it comes to High compression stuff but here are my quesions.
1st.
Is it worth it to install oversized valves on this setup? Will it add a big enough gain to be worth spending 4-500 bucks having it done? because i know to get every last hp out of a High compression honda motor it can get expensive. Also would cnc'd head be worth spending the 800-1k?
2nd
Would it be worth putting some stage 3 NA cams in the head to help it flow and make a decent amount of power to justify it?
3rd
What brand of TB and Intake manifold would be the most bang for the buck? Im guessing like a 68-70mm TB and maybe a Blox or Skunk2 intake mani? Iv also heard really good things bout victor X mani's for forced induction stuff.
And lastly..
What is the best type of header for this motor? Im guessing like a Hytec replica or something like that but i wanted to makes sure on all this stuff before i tell him the kind of stuff he should buy to make this motor run to the best of its ability's.

he isn't sure what his over all et goals are he just wants to be able to make as much power out of the motor as it can support and he doesnt mind spending money getting things that will make power. Right now the motor is probably putting down around the 210-220whp my buddy we are getting the motor from said that it pulls as hard as his k20

No. It would be worth having the head ported/CNC'd for a B20 build which would deshroud the valves and allow them to flow better (along with a good valve job) than simply installing larger valves.
Define "stage 3 cams". The term "stage 3" means nothing in regard to the type of cams you would use in a build like this. Skunk2 Pro 3 series cams would be my personal choice and would not disappoint.
Brand is up to you but I'd say you have the sizing correct. The intake manifold will really relate to what you'll be doing with the car ultimately but I'd be inclined to look at the Performer X and possibly Victor X especially if using for a lot of drag racing.
The best type of header for that motor is a custom header from SMSP, SSR, Hytech etc, not a cheap "one size fits all" knock off. A 3" exhaust will be mandatory if power is what he's after as well. A custom tuned intake with a BPI flow stack added will also make a big difference. A good tuning system like Hondata/Neptune/EC-tune or possibly Crome that is tuned by a good tuner will make a big difference in reliability and power as well.

Skunk2 pro 3's, probably a victor x Intake mani, A 68mm or 70mm stp or skunk2 throttle body and a nice header like a hytec.
The car will be a DD but will also be seeing the track as well it needs to perform and still be drivable on the street

Also found out some more info i guess the pro 3's without port work are a little much for these builds. so we are gonna keep the pro 2's until the head gets cnc'd later on in the build
