Default Timing issue

Hey guys , my car hesetates when you first hit the gas then it will accelerate , somebody told me the timing belt is off a tooth.


The engine is a D15B7...when i took the timing cover off the pully has a "UP" marked on it....the "UP" mark is slightly to the left...not completely vertical...is this how its supposta be? or should it be totally vertical?
