my car is a 93 ex when its really cold like -17 celsius and colder when i start the car the steering wheel is really hard, like i need to use 2 hands to turn the wheel like i have no power steering when i do, but after liek 5 mins steering turns back to normal
my gtp does the same thing, i think its because the fluid is cold it isn't as thin but when it warms up it becomes thiner and is easier to flow

your power steering fluid has turned to maple syrup at that temperature. not much you can do since i am not aware of honda selling a cold weather formula.
