Default Q: Exhaust leak... ?

It's been a while since I put the header on the car... however, I only drive it once in a blue moon. Anyway, when should I check the torque numbers of the bolts on the header attached to the block... :

1. when the block and the header is COLD?
2. when the block and the header is HOT?

I ask this question, 'cuz I seem to be getting exhaust gas in the cabin that makes me choke. I know it's coming from the engine bay, 'cuz with all the windows up, it started to smell after several minutes.

Thanks.
