Will a 98-02 2 door bumper fit a 98-02 4 door?

Yes, but there will be a slight gap between the grill and the hood.

Many people do what you want to do, because they like the coupe bumper better then the sedan one. Look up pictures of both, and see which one you like better. From what I've seen, the gap is not bad at all.
