Found this on one of my engineering books. I thought it was interesting and wanted to share.

It wasnt used to go along with Machine Design class in my Univ. , but it used used and recommended by some Universities. So I picked up cause of all of the interesting stuff in it. This perticular edition can be downloaded as a pdf from the internet if anyone is interested I can get them the link.

so if the crank gets balanced are the balance shafts still needed?

"Needed" is very debatable for the BS. Regardless of whether your rotating assembly is perfectly balanced or not, they still serve a purpose. They help cancel out second order harmonics that are a natural cause of an inline four, no matter how well balanced the bottom end is. Most arguments are that they are there mainly for NVH, although there are some theories out that they also have an effect on oil pump life. Most members here (myself included), opt to lose the balance shafts when building the bottom end.
