Icon6 HELP!!! 1990 Civic Sedan W/ 94 GSR

I recently put a GSR swap in my sedan and im having problems retrieving codes from the ecu. I spliced in the obd1 grey plug into my stock harness. I'm getting a check engine light now and are trying to retrieve the codes but when i ground out my service check connector wire it does nothing. i checked it for voltage and it has 5 volts thats the correct voltage it suppose to have. Another problem is that since i cant retrieve codes i cant figure out my other problems. It doesnt rev past 3000 rpm.

Sounds like incorrect Distributor Wiring. I dont mean Firing order. Actual Wiring.
Did you wire it yourself?
