95 Cvic Coupe Parking Light Problem

Cliffs:
Car blew fuse randomly
After replacing it, car was fine
Shortly after, when I put the parking lights on with the right blinker, the cluster/climate control dimmed when it blinked
Stopped doing that, then no longer worked.
No parking lights, tail lights, license plate lights, etc light up when they should be switched on.
Headlights work.
Fuse is not blown, appears to be good.
Blinkers work fine

Is fuse 19 in the underdash fuse box recieving power with the headlight switch in the park position? Also, at the headlight switch connector you can measure voltage on the red/grn wire with it connected with the park lights on and should have battery voltage. You should also have battery voltage on both of the white wires.

Idk if fuse 19 is getting power, do I just stick the voltmeter in that slot? That fuse isn't blowing, so I'm assuming either it's getting proper voltage or none at all.
Yes you can check for voltage at the fuse, test at both "test tips" on fuse, a fuse may look good but may still be bad.
Also, if you have replaced the stock HU with an aftermarket one, pull the the HU and check to make sure that the red/black lead, [illuminartion] in the stock radio harness is not shorting out, will be orange or orange/white in an adapter harness.
A shorted illumination lead is far too common when an aftermarket HU that does not need an illumination lead is installed. 94

The HU was fine.
I found out my friend put the fuse in the wrong slot. I kept on asking him to make sure it was 19....he was putting it in 17.
